edit button should highlight to indicate state

the button should change appearance when I go into edit mode.

- State changed from “new” to “resolved”
- Milestone set to “cagbc summit”
added two button states as spans
.edit_mode_button_on and
.edit_mode_button_offadded a style for the edit mode on
